During the 2007 legislative session, the Indiana Death Penalty Moratorium Implementation Project team recommended a temporary suspension of executions to implement system reforms.

Through a public announcement of the key findings with former Governor Joe Kernan, Borshoff and the Indiana State Bar Association initiated a statewide media relations campaign to raise awareness. We facilitated face-to-face meetings with key legislators as well as developed and distributed informational packets to all legislators.

RESULTS: Borshoff earned 97 media hits throughout the state, totaling 4.75 million measurable broadcast and print impressions, not including Web readership. The short session in 2007 did not allow for new legislation to be introduced, so the team laid the groundwork for the 2008 legislative session.
